The Broadcast Incentive Auction and the Spectrum Act The Middle Class Tax Relief and Job Creation Act of 2012 (the Spectrum Act) permitted the FCC to hold an incentive auction to repurpose broadcast television spectrum in order to make more licensed wireless spectrum accessible. The incentive auction was divided into three parts: (1) a reverse auction in which broadcast television licensees bid to voluntarily relinquish their spectrum usage rights in exchange for payments; (2) a reorganization or repacking of the broadcast television bands to free up a portion of the ultra-high frequency (UHF) band for other uses; and (3) a forward auction of wireless licenses for flexible use of the newly available spectrum. On March 30, 2017, the incentive auction bidding completed, repurposing 84 megahertz of low band spectrum for both legal and unlicensed usage. The incentive auction generated $19.8 billion in income, with successful television bidders receiving $10.05 billion and the deficit being reduced by more than $7 billion.
