Many handheld FRS/GMRS radios do not transmit at full power. A Motorola T600, for example, has a maximum transmit power of 1.5 W. My Cobra HH450 can transmit at 1 W, 2 W, or 3 W on GMRS. The FCC combined and standardized the FRS and GMRS frequencies in September 2017, codifying the common practice used by most manufacturers. Most radios manufactured prior to September 2017 use the modern channel frequencies shown in the chart above. Some older GMRS-only radios, such as the Midland MXT105, do not transmit on channels 8-14 because they were previously designated as FRS-only channels. The good news is that the majority of those radios simply exclude those channels from their settings. Channel 20 on the MXT105 is compatible with everyone else's channel 20.

FRS and GMRS Radio Licensing

Prior to 1987, the FCC required businesses that used GMRS radios to be licensed. This law was changed to apply to individual users in 1987. Anyone over the age of 18 can now apply for a GMRS license (no test required). The license costs $85 and is valid for 5 years, after which it can be renewed. Businesses that obtained licenses prior to 1987 can still renew for a fee, but new businesses cannot. Only individuals can obtain new licenses, and grandfathered-in businesses' licenses cannot be drastically altered.
