Det. Don Scuglia of the Anderson County Sheriffs Department, who wrote the petition, said that on April 20, 2020, officers responded to a complaint regarding an unresponsive girl discovered laying in bed inside a residence on Andys Ridge Road in Rocky Top. Sandy Willis had been slain while laying on her bed, according to first responders on the site. A deadly close-range gunshot wound to the left side of her skull looked to be the cause of death. An investigation into her death began, and officers identified her son Shawn as the major suspect based on evidence acquired and independent interviews.
