Det. Don Scuglia of the Anderson County Sheriffs Department, who wrote the petition, said that on April 20, 2020, officers responded to a complaint regarding an unresponsive girl discovered laying in bed inside a residence on Andys Ridge Road in Rocky Top. Sandy Willis had been slain while laying on her bed, according to first responders on the site. A deadly close-range gunshot wound to the left side of her skull looked to be the cause of death.
